Phelps is the third and last child. His mother is a middle school principal. Her name is Deborah Sue “Debbie” Phelps, but she used to be Davisson. Michael Fred Phelps, his father, is a retired Maryland State Trooper who played football in high school and college.

In the 1970s, he tried out for the team that is now called the Washington Commanders. Phelps has roots in England, Germany, Ireland, Scotland, and Wales. When he was nine years old, his parents got a divorce. His father remarried in 2000.
