When some Twitter users discovered they couldn’t block certain accounts, the issue became clear. A degraded service from an “ancient 3rd party technology” used to block accounts, according to Elon Musk, was to blame for the problem.
As Musk put it in a tweet, “Today, Twitter’s service suffered a bit because an outdated third-party technology was being used to block users with an unlimited rate limit (sigh). Should be working well now.”

Twitter and other social media sites use rate limiting to identify automated accounts and block them. It’s useful for spotting when people, programs, or bots are abusing a website. Elon Musk, before the acquisition, saw bots as one of Twitter’s biggest problems.
