Angela Savage was killed in 1986, and no one knew who did it for more than 20 years. When her confessed killer, Gary Troutman was given 30 years in prison, her family thought that justice had been done.
This week, though, they found out that he will only have to serve half of his sentence. “I’m very disappointed and frustrated,” said Bernard Adams, Angela’s father.
The Florida Department of Corrections sent Angela’s father a letter telling him that Gary Troutman will be released from prison in 90 days.

According to the Corrections website, Troutman will have served about 15 years of his 30-year sentence when he gets out in January 2023. He was arrested in 2007 and in 2015, he was given a formal sentence.
“He spent eight years in the county playing the justice system like he was crazy, mentally insane, and then when we finally got the trial after eight years and he was sentenced he did another seven or seven and a half years,” said Wayne Adams, Angela’s brother.
In 1986, Troutman said he was guilty of killing Angela. Deputies say he strangled the pregnant woman and left her body on the side of the road.

Troutman was first charged with first-degree murder, kidnapping, and rape. The charges for kidnapping and rape were later dropped. The charge was changed from first-degree murder to second-degree murder.
“The kidnapping and rape charges were dropped. Maybe the state might want to look at bringing those charges on him again now. I think that’s the only possibility we have at this point of trying to get any sense of justice,” said Adams.
Cassandra Scott, 17, was killed by Troutman just a few weeks before Angela. In that case, Troutman served nine of the 25 years he was sentenced to. When they were killed, both Angela and Cassandra were pregnant.

The murder of Scott in 1986 was not solved until 1994 when Troutman was accused of beating his wife. The Florida Department of Corrections has been reached out to by NBC 6 for comment on Troutman’s release, and the station is currently awaiting a response.
