Irs Plan to Collect $400 Billion in Unpaid Taxes Relies on Deterrence – Treasury’s Adeyemo

The United States government aims to raise a total of $400 billion in new revenue over a decade.

This is to be achieved by making the rich Americans fear the IRS- Internal Revenue Service, as a part of the slimmed-down, 1.75 billion social and climate spending plan of President Joe Biden.

However, “hiring new agents, the updated systems, pursuance of sophisticated audit cases and the stepped-up activity of IRS” will make the wealthy individuals think twice about hiding income to avoid taxes, Adeyemo mentioned in an interview.
When you are focusing on audits and people see that audits are happening — especially among people who are situated similar to them — you have better compliance,” Adeyemo told Reuters during a visit to Philadelphia to promote the bill’s expanded Child Tax Credit plan.

“When they see more cops on the beat looking at tax returns, what people will decide is that it’s better to pay than to pay the penalty in the end.”

The IRS has 17,000 fewer employees than a decade ago, all due to multiple budget-cutting and lesser investment; under Republican control Congresses. The audit rates for individuals have fallen over the years from 1.98% in 1977 to 0.4% in fiscal 2019, according to a report. 

IRS Commissioner Charles Rettig, who was appointed by the Trump administration, told senators in April that the agency is “outgunned” by increasingly sophisticated tax avoidance schemes that underreport business income and capital gains, leaving a “tax gap” between owed and collected taxes as high as $1 trillion a year.

If the changes were implemented, IRS Commissioner Chuck Rettig, estimated that IRS employment would grow to about 167,000 employees (compared to about 81,000 in 2020).

While the agency would have the necessary resources to “invest in critical technology to improve the taxpayer experience and use additional information reporting to increase compliance in areas where we currently lack information.”
“The new data will provide the IRS with a lens into otherwise opaque sources of income with historically lower levels of reporting accuracy,” Rettig told lawmakers recently.

The generated money, subjected to successful implementation and enhanced enforcement, would be used to fund Biden’s signature social spending plan.

This plan allocates a budget of $1.75 billion towards things like universal pre-kindergarten, expansion of Medicaid, green energy tax credits, and one-year expansion of the boosted child tax credit.
