Who is J. Michael Luttig?
American lawyer J Michael Luttig was chosen to serve on the Fourth Circuit of the United States Court of Appeals in 1991. In a letter that day explaining why he would not overturn the election results, Vice President Mike Pence referenced the legal justification of Luttig, a former judge on the 4th U.S. Circuit Court of Appeals appointed by former President George H. W. Bush. This brought Luttig to national attention.
“More recently, as the former U.S. Court of Appeals Judge J. Michael Luttig observed, ‘[t]he only responsibility and power of the vice president under the Constitution is to faithfully count the Electoral College votes as they have been cast,’ adding ‘the Constitution does not empower the vice president to alter in any way the votes that have been cast, either by rejecting certain votes or otherwise,’” Pence wrote in the letter.
Before entering the court, Luttig served in the administrations of several Republican presidents, most notably as an associate counsel in Ronald Reagan’s White House from 1981 to 1982 and in the Justice Department under George H.W. Bush. After leaving the Fourth Circuit, Luttig worked as an attorney for a private legal firm. He also held positions with Boeing and Coca-Cola.
Michael Luttig Illness: Does He Have Speech Disorder?
According to Twitter users, Judge J Michael Luttig may have a stuttering speech issue. In addition, he recently gave a speech that made him sound fragile, sensitive, and weak, leading others to believe he did so on purpose.

So I looked up some previous video of this witness, Judge Michael Luttig, and he appears to have a stutter or stammer. It’s possible he’s testifying so deliberately because he’s trying to work around it. Let’s not mock the guy for possibly having a speech disability.

Although he had extensive legal industry knowledge, many criticise him for being one of the most effective communication methods. Additionally, Palmer Reports tweeted about Luttig’s seeming speech impairment.
