He faces charges of Second-Degree Murder and Illegal Use of a Weapon for the February 8 death of Janette Becraft, 85.
On the morning of February 8, just before 10 a.m., Portland police were called to a house in the Lents neighborhood because of a report of gunfire.
After a standoff with SWAT teams that lasted two hours, Haynes was arrested.
Officers found Becraft deceased in the house after Haynes was taken into custody, her death determined to be a homicide from a gunshot.
